City Council passed the "2010 Strategic Plan" in Council Session 2/14/05 by a 5 to 1 with one abstention vote. Plan calls for "holding the rate" (i.e. increasing property taxes every year through valuation increases) through the year 2010. Plan has lots of new pork barrel spending projects. No public input or comments sought.
